The project “Promoting renewable energy in Northern Thailand” is a project with duration of 5 years (2010 – 2015), funded by the Global Environment Facility (GEF) and aimed at overcoming barriers that prevent widespread and sustainable utilization of Renewable Energy Technologies for the provision of energy services in rural areas in Northern Thailand. The project will be implemented in Mae Hong Son, Chiang Mai, Chiang Rai and Tak province. The main outcomes of the project are related to;
- Raising awareness and building the capacities of all stakeholders involved in renewable energy;
- Enhancing access to financing for renewable energies;
- Strengthening education and training opportunities on renewable energy;
- Drafting policies for scaling-up and replication.
Duties and Responsibilities:
The incumbent will be responsible for the implementation of the project, including mobilization of all project inputs, supervision of project staff, consultants and oversight of sub-contractors. The project manager (PM) will be the leader of the Project Team (PT). The PM shall liaise with the government agencies, UNDP, and all stakeholders involved in the project. S/he will be specifically responsible for:
- Overall management of the project;
- Supervise and coordinate the work of all project staff, consultants and sub-contractors and ensure high quality of work;
- Liaison with all project partners and stakeholders;
- Prepare quarterly and annual work plan;
- Estimate the resources needed to achieve project outcome and mobilize all project inputs in accordance with TEI and UNDP procedures and GEF principles;
- Finalize the ToRs for the consultants and subcontractors to be engaged in the project and involving in recruitment, procurement and contracting;
- Ensuring successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the project’s logframe matrix and within the planned schedule and budget otherwise;
- Prepare and ensure timely submission of all reports, including quarterly consolidated financial reports, quarterly consolidated progress reports, annual, mid-term and terminal reports to the National Steering Committee, the Project Board and GEF;
- Coordinate and held the National Steering Committee meeting, the Project Board meeting as required in project document;
- Ensure technical coordination of the project and the work related to legal and institutional aspects;
- Ensure proper management of funds consistent with TEI and UNDP requirements, and budget planning and control;
- Provide regular input to UNDP corporate system ATLAS for financial and programme management on project progress, financial status and various logs;
- Arrange for audit of all project accounts for each fiscal year;
- Undertake field visits to ensure quality of work and understanding the issues in the field; and
- Undertake any activities that may be assigned by TEI, UNDP and Project Board.
Qualifications:
The incumbent should have:
- A Master degree or above in the field of management, administration, environment or any related field with a strong background in Energy or Renewable Energy Technologies;
- Minimum of 8 years experience in management of large national and/or international projects at senior level;
- Extensive experience (at lease 5 years) with projects related to renewable energy;
- Effective interpersonal and negotiation skills proven through successful interactions with all levels of project stakeholder groups, including senior government officials, financial sectors, private entrepreneurs, technical groups and communities;
- Prepared to stay in Northern Thailand (Mae Hong Son) for long periods of time, with short visits to Bangkok;
- Track record of, or proven experience in successful contract management, supervision and reporting skills, preferably in GEF contracted projects;
- Knowledgeable about Thailand renewable energy policies, its industries and administrative structures. Related knowledge at the provincial/local level is a plus.
- Familiar with UN-funded technical assistance projects and GEF/UNDP projects in Thailand is preferred;
- Highly self-motivated, with good leadership skills;
- Excellent communication, leadership, problem solving and analytical skills; Excellent command in English and Thai.
