The Policy of Energy production from lignite poses a severe threat to the ecosystem, as well as to human communities dependent on the ecosystem, both in the short and long term. Therefore, the TBCSD considered it necessary to conduct an impact study. This study focused on industries using lignite, including the electricity generating industry. It primarily sought to qualify and quantify the coal’s impact on the environment. In addition, it investigated new pollution control approaches, and identified possible future alternative energy resources to ensure benefits to society.

The results of the research indicated that energy production from Lignite has great affects on the ecosystem, particularly on soil and water resources. Lignite was also implicated as a major cause of air pollution and greenhouse gas emissions. This research was published and disseminated to relevant organizations.

มีระยะเวลาดำเนินการเดือนตุลาคม พ.ศ. 2536 ถึงเดือนกุมภาพันธ์ พ.ศ. 2538 โดยมีวัตถุประสงค์เพื่อศึกษาผลกระทบสิ่งแวดล้อมอันเกิดจากการใช้ลิกไนต์อย่างแพร่หลายในอุตสาหกรรมและการผลิตกระแสไฟฟ้าในประเทศไทย ซึ่งหากมีการใช้พลังงานโดยไม่ทำการศึกษาผลกระทบที่จะเกิดขึ้นให้รอบคอบอาจจะก่อให้เกิดความเสียหายต่อระบบนิเวศน์ และคุณภาพชีวิตความเป็นอยู่ของประชาชนทั้งในระยะสั้นและระยะยาว ดังนั้นจึงจำเป็นที่จะต้องศึกษาถึงผลกระทบของการใช้แหล่งพลังงานต้นกำเนิดให้ชัดเจนรวมตลอดถึงแนวทางการควบคุมมลพิษต่างๆ และพลังงานที่จะนำมาใช้ทดแทนในราคาที่เหมาะสม โดยจัดพิมพ์เป็นหนังสือรายงานสรุปผลการวิจัยเผยแพร่ไปยังหน่วยงานต่างๆที่เกี่ยวข้อง
