1) Policy
Recommendations for Urban Environmental Strategy for the Eighth
National Plan (1997-2001)
The project aimed to provide
policy guidelines on urban environmental strategy for the Eighth
National Economic and Social Development Plan (1997-2001). It was
jointly executed by the Thailand Environment Institute and a Danish
counterpart, Kruger Consult, with the financial support from the
Danish Cooperation for Environment and Development (DANCED). This
project was part of the DANCED's two-year assistance program to
Thailand's National Economic and Social Development Board. The objectives
of the project were:
- to prepare the draft urban
environmental policy including a review of documentary materials
for the preparation of the formulation of an urban environmental
strategy; and
- to perform four key issue
analysis namely: 1) Resource-Conserving Urbanism, 2) Urban Physical
and Cultural Facilities, 3) The Public's Participation, and 4)
Governmental Institutional Support.

The Establishment of An Asia-Europe Environmental Technology Centre
(AEETC)
During the Asia-Europe Meeting
(ASEM) in Bangkok in March 1996, Thailand proposed the establishment
of an Asia-Europe Environmental Technology Centre (AEETC) in Thailand.
This proposed AEETC was envisaged to promote collaboration between
Asia and Europe in the field of environmental management mutually
beneficial to the two regions, and to complement existing national
environmental institutions in various Asian countries.
This proposed Centre was seen
as an effective means of collaboration between the two regions to
enhance: trade flows in environmental services and technologies;
the exchange of scientific and technological expertise; knowledge
and understanding of tropical environmental, ecological systems
and natural resources; and the capabilities of national environmental
institutions.
The Terms of Reference (TOR)
for the preparation of a proposal for the establishment of the AEETC
was prepared by the Thai authorities and forwarded to the EU and
the government of Japan in July 1996. International experts were
selected from Japan, Europe and Thailand with two Thai local experts
nominated by the Thai authorities.

Environmental Awareness and Attitudes of the Government and Media
in Thailand
A paper titled "Environmental
Awareness and Attitudes of the Government and the Media in Thailand"
was prepared based on the hypothesis that environmental awareness
in Thailand resulted primarily from government and media drives.
Utilizing secondary data and information, as well as interviews,
the study focused on four main areas.
The first chapter described
the state of the environment, both from an urban and a rural perspective,
in relation to the economic development. The second chapter examined
the government's responses to environmental needs, domestically
and internationally, including educational systems on environmental
issues. The third chapter analyzed the media's information and feedback
regarding the government projects. The last chapter identified the
roles adopted by the government and the media that responded to
the environmental challenges.
The paper indicated that the
government had adopted the role of formal policy maker whose initiatives
framed the national performance. Another strong and enforceable
role was played by the watchdog group or the media. The media was
one of the major bodies working seriously to support environmental
conservation in Thailand.

A Four-year Thai-Danish Environmental Cooperation Program (1998-2001)
for Working Group 1: Urban Development, Industrialization and Energy
This project was to formulate
a cooperative program between the Royal Thai Government and the
Government of Denmark for the period of 1998-2001 to jointly address
environmental issues in the areas of urban development, industrialization
and energy in Thailand. Its specific objectives included:
- to address and prevent adverse environmental
consequences of urbanization and industrialization in Thailand,
- to implement strategies for a long
term consumption and production of energy, and
- to prevent and resolve conflict incurred
from the allocation of natural resources, energy and pollution.
There were three main strategies proposed
for this cooperation program:

Provincial Action Plans for Environmental Quality Management, Public
Support and Information Network
This project is related to
the four-year Thai-Danish Cooperation Program, in which the Thailand
Environment Institute (TEI) assisted Working Group I, conserning
environmental issues related to urban and industrial development
and energy conservation, for the preparation of project proposals
to be proposed to the Danish Cooperation for Environment and Development
(DANCED). The Provincial Action Plans for Environmental Quality
Management, Public Support and Information Network was the first
priority of all the project proposals, which was commenced in 1998.
There were 14 key stakeholders participating in the project, which
was composed of two sub-projects with two different implementing
agencies as follows:

Strategic Plan for the Department of Environmental Quality Promotion
(DEQP)during the 9th National Plan period (2002-2006)
The objective of this project
was to assist the Department of Environmental Quality Promotion
(DEQP) in preparing its five-year Action Plan. TEI suggested using
a strategic, participatory planning technique to formulate this
Action Plan.

Environmental Management for Economic Zone: the Case of Eastern
Region
This project was funded by
the Department of Environmental Quality Promotion (DEQP) and aimed
to prepare an environmental management plan for economic zone of
the eastern region. The study area covered six provinces, including
Samut Prakan, Chacheongsao, Cholburi, Rayong, Chantaburi and Trat.
TEI suggested using a participatory approach.
